Overview
This Government Insights Perspective provides an analysis of the upcoming ICT projects and opportunities of Singapore's 2010–2011 budget plans. Just recently, the Infocomm Development Authority of Singapore (IDA) announced a projected total of 350 infocomm projects worth about S$1.1 billion (US$720 million) in ICT procurement tenders for the government's financial year ahead.
This follows a previous year of expansionary budget spending worth almost S$20.5 billion (US$14.1 billion), named the Resilience Package, to help soften the impact of the financial crisis on the economy. While not all initiatives announced in the 2009–2010 government budget include specific ICT expenditure–related items, the net effect had a strong impact on the ICT industry due to its pervasive cross-industry nature. Key focus areas of implementations included strategic infrastructure projects, Future School programs, healthcare reforms, and green IT.
In FY10, excluding the "one-off" major development projects, the overall ICT spending is expected to continue increasing year over year (YoY), with a wide dispersion of smaller value contracts. This means more focus on new technology areas such as business intelligence (BI), ubiquitous presence and social media among others. We note more that than 50% of the projected 350 new infocomm tenders in 2010 are under S$500,000, indicating a myriad of business opportunities with different sizes for participating vendors.
The Singapore government's budgetary cycle is reflected through yearly preparations for every financial year, which begins on April 1 of every year. Typically, the budget details the following -
- Authorized expenditures and records of the use of government funds in the past financial years; and
- Forecast government revenue and expenditures for the upcoming financial year
