Singapore's ACRA Bizfile System Effectively Uses ICT to Improve Resource Allocation, Business Agility and Accountability, Says IDC Government Insights
Singapore & Hong Kong, April 21, 2010 – Through the integration of its e-services with multiple agencies such as the Singapore Customs, Inland Revenue Authority of Singapore, Spring Singapore and Singapore Government Network Information Center, Singapore's Accounting and Corporate Regulatory Authority (ACRA) Bizfile system has been able to serve the business community more efficiently by bringing down the cost and time spent for business registrations in Singapore, according to the latest IDC Government Insights study.
In this study, “An evolutionary approach to eGovt Transformation - Singapore's Accounting and Corporate Regulatory Authority (ACRA) case study (Doc #AP9694201S, April 2009),” IDC Government Insights discussed the global ICT pressures that are forcing rapid business process changes in the Asia/Pacific public sector and reviewed Singapore's ACRA Bizfile system.
“One of the critical key-enablers of successful government transformation today is in egovernment reforms. With the prevalence of next-generation telecommunications infrastructures, web 2.0 technologies, and a new generation of ICT savvy population, governments cannot ignore the inevitable socio-economic benefits of adopting egovernment initiatives,” says Gerald Wang, Market Analyst for IDC Government Insights Asia/Pacific.
He adds, “eGovernment programs are not just about having an online presence and Internet connectivity. It involves an entire restructuring of organizational processes to bring together better resource allocation, business agility and robust accountability. Singapore's ACRA Bizfile system is a prime example of such a reform."
The ACRA continues to improve Bizfile after its initial implementation. In February 2008, the first phase of the "MyBizfile" program was launched as an evolutionary approach to egovernment transformation, which corresponds in parallel to the development of technologies today. Subsequent phases to drive better user experiences of the Bizfile system were unveiled in 2009-2010 with close collaboration between the ACRA and its stakeholders. The primary focus was on improving the online transactions via Bizfile. Other enhancements to the system included the continual streamlining of current services, comprising of a step-by-step manual, a search facility for specific services and a customized information search engine (See Figure 1).

Wang concludes, "With rising stakeholder expectations towards social economic ideals, governments cannot remain complacent in the provision of their services. Today, the economic benefit of egovernment inevitably drives public sectors to adopt and apply ICT swiftly. The Bizfile project is a prime example of successful online government transformations."
